Nigeria's Railway System: Using Legislative Reform to Enable Infrastructural Development - By Bamikole Omishore

Read his article below...
The repeal and re-enactment of the Nigerian Railway Corporation Act CAP N129, LFN 2004, 2015 (SB. 001) is targeted at re-vitalizing and enhancing the operational framework and removal of the impediments that hindered the international best practices within the rail transport sector. This Bill is currently at the committee level for public hearing, chaired by Senator Gbenga Ashafa.
Nigeria, particularly between the mid-1950s and 1970s operated a network of an efficient rail system of transportation, which not only served as a safer, cheaper and more effective means of transporting passengers, goods and services across the length and breadth of the country but also a major source of employment.

It is a sad one for the sector that until the inception of civilian administrations in 1999, wherein the rail sector received some serious attention, little or next to no investments was made in the Nigerian rail sector from the mid-1980s when the Nigerian Railway Corporation was declared bankrupt - till very recently when it has been resuscitated.

Rail transport is the strong base of social and industrial activities in both developed and developing counties. However, it appears that the dream of having efficient rail transport systems is elusive to Nigeria and Nigerians.

The country has lots of benefits to derive from the revival of the railway transport system. If the obsolete Railway Corporation Act is carefully repealed and overhauled, there is no doubt that the populace will enjoy cheaper means of transporting goods and raw materials; also the incessant damages to our road and lives by heavy duty trucks will be reduced.

It is therefore the purpose of cross-ventilating ideas on developing a rich, practical and well-crafted legal framework for the Nigerian Railway Corporation, and the entire rail value chain by extension, that the Committee on land Transport has called a Public Hearing which was declared open by the Senate President, Dr. Abubakar Bukola Saraki to enrich the quality and content of the Bill.

This Bill is one of very important  30 Bills on the Legislative agenda of the 8th Senate, and is also very crucial to the transport sector of our economy. This Bill will not only usher in a new era of growth, but will also ensure efficiency and sustainability. This Bill will also go further to change the outlook of our rail system and the economy.

Let us put the viability of a smooth running rail line in every day perspective.

A working railway system means that, Adamu, the onion farmer in Zungeru can put his onions on a railway coach, and the next day he is in a big market in a town like Ilorin, where he will sell his onions and go back home by the next scheduled train service.

No time wasted in needless traffic or at different road blocks. No chance of robbery on the way, and the reduced cost on freight will put more money in his pocket and that of his family — resulting in more money in the system.

With a functional rail system, haulage via the roads will be greatly reduced, thereby prolonging the life span of our roads, keeping more money in government coffers for intervention in other areas of the economy. Imagine all the tippers and lorry's hauling petrol, gravel and other heavy materials using rail instead of plying Lagos-Ibadan express way.

With a working rail system, there will be less pressure on the big cities as Nigerians can afford to travel cheaply from their small towns and villages to do business in the cities, returning back with ease to their abodes, without having to stay put in shanty towns at the outskirt of the cities.

It is a win-win situation.

Laying and building railroads are labour intensive operations, if handled with sincerity of purpose, it means that thousands of people will be employed in the value chain. This is even more so in this era of unbelievable and unconscionable level of unemployment and lack of social mobility in our country provided the right laws are put in place, that the companies building the rail sector do transfer knowledge to Nigerian engineers, and that the work is carried out by Nigerians and importation of people from other countries who will rather use citizens of their own country at the detriment of Nigerians.

Additionally, as Nigeria pushes to establish more competition to promote growth in all its sectors, it is important to let companies from all over the world to partake in the bidding process to run trains in Nigeria.

A good example, would be to have companies like General Electric, Amtrak, TFL rail who maintain a great level of professionalism and transparency the opportunity to partake in a genuine Public Private Partnership in Nigeria’s rail sector. However, as we embark on this shift, we must ensure that the processes that govern the sector are sanctioned with a high degree of transparency and best practices. This means that the government’s oversight function should be businesslike, proactive and investors' friendly.

In our renewed interest in such a vital sector, transparency must be our watchword.

The uplifting news is that, the National Assembly under the leadership of Dr. Bukola Saraki has assured that it will pass the right reforms to enable serious private public partnership to encourage companies who will put safety, quality first above profit and the reforms will be deliberated with some degree of urgency it merits.

The Senate President, Dr Bukola Saraki, has maintained consistently that under his leadership, The National Assembly, will pass several reformation bills to enable Private Public Partnership and jump start Nigeria's economic growth.

Moving forward, we can only hope that this Act when re-enacted will be able to stand the test of time and open up the rail sector value chains to private investments in the area of concessioning, determination of public service obligations, effective passenger services, and the establishment of an efficient regulatory framework for private participation.

It Is my hope and that of many Nigerians, that this very important bill, will have bi-partisan support In both chambers for speedy passage and the executive will join hands with the legislative to make sure foreign companies that will be allowed to partake in this process do follow international best practices at all levels.

OAP Freeze writes open letter to Tiwa Savage

OAP Freeze wrote an open letter to Tiwa Savage following revelations she made yesterday in an interview about her marriage to Teebillz. Read what he wrote below...

Dear Tiwa,
I have nothing but love for you, but after I watched all 45 mins of your interview.... ..Tiwa, I know it hurts when a relationship breaks down, and those accusations T Billz made were extremely hurtful, nonetheless, I believe you could have employed caution when responding, since according to you, he was unstable and suicidal.
In law, if for instance, you walk in on your man in bed with another woman and you shoot him on the spot, you could get a lighter sentence, if your legal counsel argues provocation. On the flip side, if you walk out of the scene to get a gun and then launch an attack, it's now considered premeditated.

The fact that you granted a 'pitch perfect' interview, with a flawless visual background and superb audio quality, in my opinion looks a bit premeditated.

If you had denied all his accusations and asked to swear on ayelala or amadioha or sango as against the lie detector test, since on no instance has a polygraph ever been used in Nigeria, and if afterwards you had requested for privacy, as you deal with such a sensitive issue, this matter would have been laid to rest. How are you going to tell Nigerians not to talk about issues you 'used your own hand' to make public? This could only serve to further delay your healing.

Even though my prayer is for your issues to be resolved and for joy to return to your home, the breakdown of a marriage is not the end of the world, I have been through it and my world did not end. However, do you realize that the interview you gave could lead to the end of TJ's world? Who is now going to hire, work with, or have any business dealings with an unstable, adulterous, fraudulent, cocaine sniffer who cannot manage money and has his priorities misplaced? Whether you like it or not, that is what the interview has delineated him to be. In furtherance to this, if he was suicidal before, this interview is only going to make him even more suicidal!

I know you both love Jamil so in all this drama, lets be very careful to shield him, as the Internet never forgets and his friends and classmates will always have his father's tweets along with your interview as points of reference.

5 Shocking Things We Learned From Tiwa Savage’s Interview

Tiwa

After enduring a torrid couple of days, Mavin singer, Tiwa Savage has finally addressed her marital crisis – which reached a crescendo on Thursday, April 28, when her husband, TeeBillz suffered a social media meltdown and purportedly tried to take his own life.

In her first official interview (Watch Here), Tiwa Savage spoke extensively about her marriage, struggles and estranged husband, TeeBillz – real names Tunji Balogun.

Here are 5 shocking things we learned from the interview.

1. TeeBillz steals from Tiwa Savage
“Since I sacked him from my management, he has been struggling financially. He was stealing from me, so I had to save my marriage and separate business from family. TJ wants to keep up with the Joneses, he wants to live a life that is not true.”

2. She paid for the balance of his Mercedes
“He went to buy a car, a Mercedes that he knew that he didn’t have the money for it. The person kept up calling that he wants the balance. I ended up paying the balance of over 3M. When it was time to pay, I put the money in his account, so they don’t know I was the person paying for it.”

3. He leaves tabs in clubs for her to pay
“He also bought a Rolex, and didn’t pay the balance. They threaten to go to the press, and to protect my name, I will have to pay for it. He goes to clubs and leaves the tabs for me, and I have to pay for him. He is putting us in debt.”

4. EFCC is investigating TeeBillz
“What set off all off this was that he went to borrow 45 million Naira from someone and he lost it. I just found out that EFCC was investigating a case against him, and my brother called me from London and confirmed it that TJ is in deep trouble, and that some people might hurt him, that I should be careful. In my frantic mode to try and suppress this situation I went to one of my big bros who can help.”

5. TeeBillz fails to provide even when he has money
“A week ago I told TJ that we were running out of Jamil’s food, but he didn’t do nothing. He complains, but cuts his hair twice a week. I have been searching for N45M so that they don’t kill him, so that they EFCC does not carry him

Do You Think Lil Kesh Can Live Up To The Standard On His Own? – Lets Talk Here

lil_kesh

Hi Guys,

Am pretty sure you all understand the industry to a level, if not very well but atleast to some extent….. So lets rub mind on this pressing issue.

3 days ago, Olamide confirmed the News that “Lil Kesh Deal With YBNL” has finally ended and that the young superstar will be floating his own label “YAGI” soonest.

To many, this is a good news but to those who understand the industry quite well, This is some kind of Bad news to them.. They see beyond owning a Record label as a good thing, they know and understand one or two things involve in owning and running a music label in Nigeria.

For Me, Olamide knows Lil Kesh very well and he’s charged him up over-time just to bring out the very best in him. Why leave the Boss who brings out the Best in You?
It takes huge sacrifices, time, resources and money (millions of Naira) to run a successful record label in Nigeria and to them “Lil kesh is not up to that Standard yet, him never ripe reach that level”.

Forget the Buzz about him, The guy still small and needs to be well Trained under YBNL for more years before he can be fully prepared and cooked for the Challenges of running a Record label not to even talk of running a successful one.

We’ve got quite a handful of Artiste who came even before Lil Kesh left Secondary school, he came into the game and zoom past them, Wait! Do you think he’s that Talented more than them? No!!! He’s enjoying the good will and effort Olamide has invested into YBNL..

Artiste like Orezi, May D, Durella and many others are good artistes but this record label thingy is a big determinant in an Artiste career.

At this particular time in the Music industry, Its not all about the number of hits you’ve got or the numbers of your video rotating on Video Channels, Its all about having a good record label who understand the business very well and knows “Who is who” in the Industry.

Abeg, The Story don dey too long for me jare, I won go chop…

Can he lives up to the Standard on his own?

You have to consider all this:-

1. Cost of Running a Record Label

2. Daily Expenses to Fund some Music Promotions

3. Cost of Shooting a World Class Standard Video, abi person like Lil Kesh wey don get good video go kon return to Vic O standard of Video?

4. Feeding, Clothing, Drinking Expenses? Make person wey don dey drink Don P, Henessy, Moet no kon go dey drink Malt, Jedi, Ale, Afato or Kunu/Zobo ooooo

etc.

From your own perspective, Do you think Lil Kesh can Live up to the Standard he’s presently on his Own and even go more higher?

Tiwa Savage Is The Real Victim Of Teebilz’ Drama! [Must Read]

Tiwa_Savage

NOTE: what you are about to read was written by a blog visitor,  but excuse me!…I agree 200percent and I wonder why no one is asking if Tiwa is okay!

”Hello,

I’m an avid reader of your blog and i just wanted to share my own 2cents on the Tiwa and teebillz matter so my fellow Nigerians can open their eyes on this fiasco.

First of all, i have learnt in life that things are not always what they seem like in the world of celebrities, that’s why it’s called “show” business, I have no doubt that teebillz was experiencing depression prior to his outburst, but his rant on IG is very typical of an insecure man that abuses his wife physically and emotionally, I am a married man myself and unfortunately I have been in the eye of the storm of other people’s abusive marriages; trying to be the peacemaker , from those experiences I have observed that it’s common for the man to be insecure and falsely accuse his wife of unproven  infidelity , and to never accept responsibility for the failure of his marriage/life.

You will notice that teebillz never took any responsibility for his life; he blamed his father, his mother in law, Tiwa, don jazzy e.t.c. Tiwa savage’s career story is an experiment on if a woman can be successful in naija without her husband becoming jealous and insecure, you don’t marry a celebrity woman and be expecting her to cook for you or regularly ask you if you’ve eaten, how reasonable is that? the price of fame is that you don’t get to cling to a normal life like everyone else. How come the women that are married to celebrity men never complain about not always seeing their husbands or their constant infidelity?

It’s shocking that I was just watching Tiwa’s new video “if I start to talk” yesterday and I wondered about the imagery depicted in it; I thought she might be trying to share something about her experience with the world, but a lot of people missed it, there are subtle signs that she is being physically abused in her marriage.

Lastly if teebillz really wanted to commit suicide he wouldn’t be so “attention seeking “about it , the best way someone like him can destroy his successful wife is to cater to the emotions of Nigerians with the suicide claim ,why did he rant on IG first? Why did he not go to the bridge and silently jump? How did banky W know he was there?

Why did he not consider a more direct way of dying? (Run into a fast moving car).My people let us open our eyes and stand for justice, I don’t care much about Tiwa or teebillz but I know that this whole buhaha is a testament to the mentality of the typical Nigerian man”.

BLOG VISITOR’s OPINION ON THE WHOLE DRAMA!

*Why are those who know what Tiwa went through keeping quiet and watching her being slashed? does Teebilz thinks its okay to kill her career because he helped her build it right? that’s an act of a
Wicked Man!

Where are those who know how she was abused constantly? i wonder if Una dey wait for  first talk? I rest my case and insist Tiwa Savage is the victim in all of this.
I hope she is Okay!

If you also agree with this lemme hear you say yea yea!

10 Reasons Why You Should Attend A Private School In Nigeria

private_uni_naija

Few years ago, I was not a Fan of Private institution but fast forward to this Era, I think I will choose Private Institution over and over again for myself and for my unborn children.

Years back, Government institutions use to be the best but are no longer making any sense.. Today na strike, Tommorow na fight, Next tomorrow na Protest.. I lie? – We don’t lie here on Naijaloaded
 – Makinde say so!

Here are some reasons to attend a private university

1. A definite graduation date:
Unlike public institutions which are prone to strikes, in a private university there’s no possibility of a strike. Atleast 6 government universities have currently been shut down in Nigeria right now. University of Ibadan, UNILAG, UNIPORT, AAU, KSU etc are currently shut down.
This will lengthen the duration of time you are to spend on a program. Crime rate by students of these institutions have increased because they are now idle. Some of my friend in Fountain University, Osogbo in 2014 countdown from 112 to their Graduation day.. Guess what? They graduated on the exact day they had previously calculated, Try that in a public school, You will add another 300 days to make it work.

2. It’s safer:
No cult clashes, no protests. You won’t live in fear of some cult members or students vandalizing properties in the name of protests. One of the biggest undoings of public universities is Cultism… Which has claimed the lives of thousands of innocent people and cult members respectively. However, students in private universities are safe from the fear of a cult attack.
Protests are also very violent these days. Just the way it happened in UNILAG and UNIPORT where lots of properties were destroyed and some lives were in fact lost, in a private school there’s no chance for that.

3. A faster syllabus:
It takes just about 4 years to complete a 5 year program in private schools. However public schools have a slower academic calendar. Even without the strikes, the calendar of a private school is usually faster than that of a public school.

4. A more concentrated learning process:
In private schools, special attention is given to every student of the school. The lecturers all have a duty to pay special attention to each and everyone of the student and put them through their lacks. This way your flaw is easily detected and will be dealt with appropriately. However in public schools especially with the size and population, it is impossible for this to happen. The school have almost no personal relationship with the students and they are not aware of any personal psychological needs of the students.

5. Better welfare:
The individual welfare of the students are catered for. The accommodation is way better than you get in hostels of public schools. Most times they have no light or water problems. The condition of their hostels and classes is way better too. Even in general courses you won’t see them running to catch sits because everyone gets to sit down comfortable. With the welfare learning is made a lot easier because you will be less strained.

6. Better Moral Training:
The university is the melting point of all moral standards. There’s no form of anti-moral behaviour you wouldn’t find in a university. However, private universities, with their very strict enforcement of moral values, have reduced the decay in moral values by far.

7. Superior real world experience and laboratory:
Most private universities are not just well equiped but super equiped. Covenant university, Babcock university and Afe babalola uniniversity combined easily dwarfs all public federal and state universities combined in laboratory equipment standard and volume or availability per student. I am pretty sure it will remain same if all state schools are added to public schools while other private universities are added to the mentioned schools.

8. Organized system:
In private systems. You get your transcripts easily. In public univerisites the reverse is the case 40% of the time. Same pattern holds for Jamb regularization, NYSC call-up and result checking.

9. No Lecturers Threat:

The personal doctor of Barcelona superstar, Lionel Messi, Guiliano Poser has come out to inform the world of the secret diet that makes the Argentine forward the best footballer in the world.

According to Poser, at the centre of Messi’s incredible reign as the king of the world game, is a precise programme of food and biomechanics that helps keep him one step ahead of his rivals.
Italian Poser said:-
“Water, good olive oil, whole grains and vegetables that have had no pesticides used because they create no harm to the body.
“Nuts and seeds are also very good but no sugar though. It is the worst thing for your muscles.
“Even refined flours are a big problem, basically because today it’s very difficult to find a grain of healthy wheat that is untouched.”
Speaking to Gazetta World, Poser revealed how Messi had embraced kinesiology, the science behind the boimechanics of natural body movement to help ensure he can cope with the demands of top level football.

Running style, stretching and posture are all key, and it also means steering clear of other food stuff that could damage the flexibility of muscles.

Poser added: “Salt is fine but in moderation, as the muscles and the body needs it in general.
“Leo also eats meat in moderation too, much less than the amount typically eaten in Argentina and Uruguay because it is difficult for the body to digest.”
